Austin Fernando is Sri Lankan High Commissioner to India since November 2018. A seasoned civil servant, he served his country in several prominent positions. Worked as Secretary to President Maithripala Sirisena since July, 2017. Before that, he served as Governor of the Eastern Province from January 2015. Was educated at Richmond College, Galle, and graduated from the University of Peradiniya. He has an MBA degree from the University of Sri Jayewardenepura.

Mr Fernando taught at Nagoda Royal College before joining the Sri Lanka Administrative Service(SLAS) in 1967. He was Government Agent, the Sri Lankan equivalent of a District Collector in India, for Polonnaruwa and Nuwara Eliya districts. Later, he was Commissioner of Cooperative Development and Postmaster General. He served as Secretary at the Ministries of Rehabilitation, Public Administration, Home Affairs and Provincial Councils. After retiring from the SLAS in 1996, he worked as a consultant to the United Nations Habitat Centre.

He was appointed Defence Secretary in December 2001, and has chronicled his experiences duringthat assignment in his book ''My Belly is White: Reminiscences of a Peacetime Secretary of Defence.''
